To make the perfect cup of tea, black tea should steep at the waters third boil. That would mean the water would be erupting with bubbles, a kettle would be singing with all it's glory. Color change will not always indicate the flavor, you must taste test. Sip slow allowing the aroma to reach you first, as the flavor of black tea is first noticed through the sense of smell.
